my card goes to a max of 50 Celsius running gta v on high-very high at 1080p and mostly every other game at 35-40 Celsius, is water blocks for a gpu worth it with temps that high or are they mainly aimed at people with 60+ or what?

I am no expert and Sanctyy will probably swoop in here and tell you more, but its only really worth it if you are doing a full custom loop on your own and want to show it off. It is likely not practical unless you are having a windowed case and want to display it. It will certainly allow you to overclock more, but it is quite expensive and is a little annoying.

If you want to overclock your gpu then yea its worth it and also looks good but it'll be fairly expensive.

Having a water block on your GPU is worthless if you dont have water running through it - you need a custom loop with that which costs a fair bit.
GPU's cool very well under water so even if you done a cheap loop, the temps will be great.
50 degrees on a GPU is perfectly fine, actually, really good [depending on what GPU you have]
I wouldn't worry about temperatures to be honest.

Is a GPU block worth it? Yes, it's a necessity.. if you're installing a custom loop. Temperatures of 50c is nothing to worry about. My 970s hit as high as 60c when playing GTA V and that's still safe.
