I talked to a Xbox Ambassador and he said that if you go offline you can download things faster? So I turned off Xbox Live and the download stopped and said I needed wifi to continue? Trying to download GTA V by the way. This is for the Xbox One of course.

If you are downloading disc games, disconnecting from wifi is good but if its digital it depends on your internet.

Yes that's what I'm doing. A disc game.

Yeah and you do know you have to start downloading the game from the start if you are doing it offline. So while online if you are on 10% you need to cancel it and delete it and restart download when you are offline.

From my experience if you try downloading a game disc while you are online it takes longer because it also downloads the updates, however I could be wrong and just my xbox.
