Can spend the extra $10 for the N200 if you wish. I'd personally be getting 4GB RAM to fit a better motherboard within budget. Limiting motherboards can be such a pain in the ass and RAM is fairly cost effective and easy to add anyway. Entry level GPU still, but the best you're going to get for such a tight budget. The PSU allows for an upgrade to even power hungry high end cards and is gold rated. Add an SSD when you can.
Since you can fit an entry level card and i3 within budget, FM2+ makes no sense. Intel is your wisest option. The newest A10 APU is going to perform about as well as an R7 260 graphics wise anyway and will just be more hassle for an upgrade.
