Hi,
my computer is sooooo loud and slow, i was wondering if this would be a good upgrade?
[ Register or Signin to view external links. ] , i will reuse my 160GB HDD until i have money for a 1TB and will use the iGPU or my EAH4550 while i can save up for a R9 290 or something along those lines.
Thanks.

I've just noticed your PM, apologies. If you're fine with your GPU performance right now, it'll be fine to re-use until you can afford an upgrade. Buying a limited motherboard right now is just going to be more hassle in the long run. It's going to be worth the extra for this, if possible;

160GB is fairly minimal, but if you don't need a lot of capacity, it'd be worth adding an SSD(120-256GB will be fine, any less isn't really worth it IMHO unless you have a really limited budget and no income) before adding another HDD for mass storage. If you need to save money, you could get an i3-4150 instead of the 4460. You could also spend the extra £10 for the N200 if you can manage it. The Core 1000 is a great case, especially for it's price but the N200 is worth the extra, as long as you don't have to sacrifice anything else to afford it. That EVGA PSU is not good, and the XFX unit I suggested is the cheapest unit you should be getting. It will support an upgrade to an R9 290/290X or a 390/390x once released.

How would the i3 fair if i were to pair it with a 280x/290?

It's a 2 core chip with HT, so it has 4 threads. It won't perform as well as an i5, but will out-perform a Pentium. It's still going to be fine with mid ranged cards but honestly, for higher end cards, the i5 would be wiser. i3 would still be fine though.

I will probably get the build you suggested and get the N200, then a HDD, then the GPU.
What's better?
The MSI TWIN FROZR R9 290 or the XFX Double Dissipation R9 290?
Would 2x4GB be much of an improvement over 1x8GB?

if you already have a 8gb stick then no point switching. choose which ever gpu you like the look of. Bear in mind the msi is a little taller.

Either 290 will be fine. 2x4GB is going to be better than 1x8GB. If you already have one 8GB stick, it's fine to re-use though.
