Why make a new topic?

And no you do not need one since cpu's come with one. However if you purchased one it would provide lower temps, which could be a good thing. Again, you do not need to purchase an aftermarket one though.

One thread is enough. Don't spam. The rig I suggested with the 4460 is better anyway, it has a better motherboard, better SSD and an aftermarket cooler. Plus, the RAM actually matches the rig instead of looking out of place and ugly. The GPU is also the exact same performance wise for £10 less, don't waste money where it's not needed. No, you don't need a cooler. The 4460 comes with a stock cooler, but it's ugly and loud.

Well, you dont NEED one but it's highly recommended.

You've already been recommended a CPU cooler and this is the one you should seriously get

No, Your CPU comes with a cooler.

My 4460 at work maxes out at 60 degrees with a ambient temperature of around 25 degrees c.

No need to get an aftermarket cooler if: A) you cant see it so looks dont matter and B) you dont need it unless you want to bring down your temperatures a bit.
