sublime, adobes new one (used to be adobe edge), or what ever you prefer stop asking people and go find them and test them out lol, there are tools that do alot of the work for you and then there's notepad ++.

Google is your friend here.
But ill list the ones i have.
Notepad ++
Sublime text 3
Brackets - the new adobe one.
NetBeans
And visual basic - i don't suggest you use this.

I use dream weaver by Adobe for HTML and CSS in my Web Page Design class, as well as at home. Works great

I highly recommend Atom for Web Development (amongst many other things). You could give Visual Studio a shot, they recently released a community edition, it has a vast amount of features. If you decide to take the VS route, I highly recommend you install Web Essentials along with it.

Visual Basic is a programming language. I think you mean Visual Studio. If so, please elaborate on why you don't suggest such a remarkable IDE.

Notepad++, along with the other editors that people have suggested work pretty well because they have multiple plugins that you can use to increase your productivity.

Notepad++ is one of the more simple editors but allows for most types of syntax highlighting.
One key thing I noticed compared to other editors is that it automatically indents your tabs etc. for you whereas others I have used did not do this.
(I mean standalone, free editors such as sublime).
As whitespacing is crucial for code readability, this was a good feature to have.
