If you have winterboard, maybe free up some space by uninstalling unused themes. Pictures could take up some storage.
I'm at 2.1GB myself and I barely have much downloaded.

You have only used 14.7 GB,
Maybe it's not Cydia ? How many Videos and photos do you have saved? I know that's smashes my storage.
