I am looking to make a website similar to this :

This is custom work thus you will have program (or hire someone like myself ;-) ) for this task. Is it hard? No, everything is pretty simple. The only hard parts would be any major graphics (like if you wanted avatars like xbox (moving ones)) and figuring out the formulas for battles and such.

Host? You can find several hosting options for under $10

It seems to have no user side coding (looks plain), so I would just say PHP, HTML, and CSS would be needed. The PHP side of things is super easy, so don't worry, it doesn't look hard at all.

Cheap hosting? You can get free hosting at either hostinger.co.uk, and I think blazingfast.io still offers it. Blazingfast has decent DDoS protection also, so paying isn't too bad..
