Nope because you need steam to run it. There might be some private servers, but its not worth the hassle and there are probably very few players.

You could torrent it but you would be unable to play any normal servers. Everything would have to be on the non VAC-secured servers.

It's a pretty cheap game anyway, you should purchase it from thetechgame.org or somewhere similar for the cheapest price.
