They can't just NOT forward you onto someone higher if they don't have permissions to do something,
What I advise call them back,
This time stay persistent, don't hang up or allow them to hang up until they have either forward you onto someone higher, or given you a valid reason to why they don't give a shit, if it leads to that ask them to forward you onto there manager/supervisor to make a formal complaint.
