I can't make my Xbox my home Xbox, it says I can only do it 3 times a year. If I reset it back to factory settings will I be able to do it again?

Resetting not work for you. The reason they do this is because it's a way to licence transfer.
That's why there's a cap of 4 every 12 months. I advise not to do anything and just wait it out.
Sound bad. But your half way through the year so it can't be that bad.
