I haven't been on live for a while and I earned some achievements at a friends house, so I was wondering if I played offline on my Xbox and earned some new achievements what would happen when I go on Live again and recover my profile on my Xbox again? Will it save my new achievements to the profile? And what would happen to the ones I already earned that I earn again?

I'm pretty sure the achievements will count.
If they don't, it's not that big of a deal.

If you unlock achievements offline and then recover your GT on another console, the achievements will not record. However, if you take your account online while on your friends console BEFORE you recover your account back onto your Xbox, the achievements WILL record.

when you recover your gamertag after playing offline you dont get the achievements.

not if you don't connect the account u got the achievements on to LIVE! If you recover it Microsoft won't know you even played that game
