I'm looking for a cheap light gaming PC, I want to be able to run GTA IV, and some other games but my Max budget is $300. I already have a keyboard, mouse, and a monitor.

I'd recommend you save up until about $500 for at least a decent gaming computer. But if you can't do that then I would recommend buying and building a computer with the parts Sanctyy has recommended, as they are the best you'll get for a $300 budget.
