At the moment Cydia is not up yet on the 8.3

I don't know what that 3K application is because I don't read Chinese.

So you can't do much yet.

Once Cydia works all you do is get your resources and download some tweaks and game mods

If you didn't know, there's a certain thing that had to be upgraded (I forgot what it was called, it's like substrate something I think) for tweaks/apps to work on iOS 8.3. This thing hasn't been upgraded yet, so pretty much nothing is going to work until there's an upgrade for it or something to make it work. Just wait a couple of days or so, then slowly tweaks/apps will start working on iOS 8.3.

For cracked games, you will need an .IPA installer (AppCake) and Appsycn (To be apple to sync with iTunes without any problems), these two things also need an update, so you need to wait until it's compatible.

You can't "hack into any wifi router" using an iDevice, it's not that simple. It requires acquiring packets and stuff that I don't even know anything about. You have to use a PC to do that, plus it's illegal, so if you get caught doing that, you're screwed.

iWep Pro is a good tweak/app to use for WiFi hacking, although it doesn't not work on every single router. But it DOES work, just not frequently.

I would recommend a tweak called VirtualHome 8 , I use it for my iPhone 6 and it is great!

its not so much hacking, they changed the wifi password in work so i have to use 4G which takes all my data up! them 2 apps will allow me to connect to the router?

iWEP Pro will allow you to connect, depends the type of security password thats on the router.

if a wifi connection says *this network is not supported* that means i cant connect to that specific connection?
