I haven't paid for Xbox Live in like, a couple months, but all of a sudden I can play online for free?

I understand they have promotions, but I know for a fact that isn't it, since its a random week day...

Is this a new policy they've instituted?

Do you have any other accounts on your xbox as there is gold sharing? If not check to see if you have a payment method and they're charging that

Me too, I don't think you need XBL to play online anymore.

I'm not entirely sure if Xbox has updated their policy or not but if they've added online play for silver members that's pretty damn awesome.
