Requirements
1. Your console or account can't have ever been banned or suspended from Xbox LIVE
2. Must have a good reputation on Xbox LIVE*
*"The acceptance of a user into the Preview Program is contingent on a number of factors, including age. The interface is simple because we'd rather Preview members not have to worry themselves about vetting potential candidates.
We try to process invites as quickly as possible, but it does not happen instantly.
You are welcome to invite as many people as you want, but if you do undertake mass invites (which, again, is completely fine) it is probably unavoidable that you'll field some questions from people who are anxious to get enrolled in the program. Only when a user is accepted in to the program will they receive an invite" -Microsoft Employee

Wait Time
Once invited it will take around 48 hours to be accepted. Once accepted, you will receive a message on your console from Xbox stating that you can download the Xbox Preview Dashboard. From there, you can register your console which will take another 72 hours to become registered. These time periods are not exact. Some may take longer to be accepted than others.
