First of all I have called xbox customer support and sat in a call for over 4 hours trying to troubleshoot this, and nothing has resolved it. I have tried all of the methods on the xbox support page, and still nothing. So I'm coming here to see if anyone has any suggestions for me. I can download the same profile on my xbox one, but for some reason I can't on my 360. Please post some suggestions it would be greatly appreciated.

I had the same problem, what i did was sign in on xbox.com and the website for the email. once i did that i tried again and it worked fine

i don't know if you've tried but try clearing your system cache.

I'm signed in on xbox.com and it still won't work I've even tried different hard drives and xbox's. It works on xbox one's, but not 360's. I have tried to clear the system cache numerous times as well.

If you're not getting the email go here -

Usually that will make you get an email code before you access it, and if you have two-step verification try taking that off.
You could disable it here if you have it on -

Two step is off, I have tried turning it on and signing in that way, but no luck there either. For some reason my account works on xbox one, but not smart glass or the 360..

Xbox Support helped me with this, for some reason no profiles could be downloaded it was so annoying so they told me to:
1) Go onto storage
2) Click on all of your storage devices (Memory unit & HDD etc)
3) System Items
4) Delete content cache and all of the other 'caches' except for Optional Media Update
5) Clear System Cache on all storage devices
6) Network settings
7) Disconnect from your network
8) Configure Network
9) Additional Settings
10) Restore to Factory Defaults.
This worked for me I don't know if it will for you but its worth a try, you may just have to wait a day or so and it should just fix.
