A few people making up nonsense isn't really going too take off now is it?, a conspiracy is called a conspiracy because there is huge confusion and speculation around the topic/story as a whole.

For example Area 51 has always been a conspiracy because the military claim to have UFO evidence but won't show the public.

JFK's assassination is a conspiracy because too this day its not clear why he was killed or who by, many people try to crack the truth behind that one.

As for making one up your chances of that happening is not great.
