I have a dell pre-built which is slim fitted. It has a 250w chinese psu an intel pentium dual core 2.6ghz and 2 spare gpu slots on my motherboard? Im wondering if id be good to get a low power slim gpu on my current psu or split my £100 budget on a psu and gpu. Looking for thoughts and ideas thanks guys.

you would need;
new PSU
new case
also those PCIE lanes aren't compatible with GPU's so would possibly need a new motherboard too, which while you are at it may as well get a new CPU.

So basically buy a new PC!
Honestly there isn't much help you can give to that machine.

yep that black lane is where youll slot your gpu. new powersupply and a low profile gpu will be good enough.
Your cpu is rather poo though. Even with a good gpu gaming wont be that good.

uhh... GPU lanes have retention clips to ensure the card makes proper connection and that it's own weight doesn't pull it out... They are also a lot larger than that.
Also, the little divider in the PCIE lane is on the left with GPU's.

They are also a lot larger than that.There is a retention clip on the black lane, and it would work perfectly fine for a GPU obviously you wouldn't want to put a 980ti in there, but anything small will work fine. PCIe lanes are all the same size, they're just different speeds. Even current high end GPUs cant saturate a 16x lane. As long as it fits in his case that black lane is fine

what I may have done is not realized the picture is upside down.
As for OP's situation, it isn't worth putting a GPU in there as the rest of the system needs upgrading before he even thinks about that.
