So, I keep getting popups about upgrade to Windows 10 for free for a limited time. However, is this permanent as I've heard that it's only for a year and then you have to buy the serial. Will rep for helpful answers.

its only one year of windows 10, unless you were apart of the Windows 10 Insiders Program, which let you basically "beta test" windows 10

What happens after this time is up, can you downgrade or do you have to pay?

It's always possible to downgrade, if you like it you can pay.

I've read online a bit and here's what I understood.
Let's say you have W7/8.1 at the moment, if you upgrade to 10 within the first year of it's release, you'll get to keep it forever. That means even after that year is up, you'll still have it and you won't get charged for anything.
But if you don't upgrade within the first year of it's release, you'll have to pay for it if you want it.
It's not a "1 year free trial of Windows 10" thing where you get to use it for a year then have to pay to keep using it.
Somebody correct me if I'm wrong. (:

Windows 10 is currently only available for 1 year for free. However this will be easily cracked and will be available for lifetime very quickly

You've hit the nail on the head.
If you were to upgrade to Windows 10 on the 29th of July from 7, 8 or 8.1 you'll have it free forever, whereas July next year (potentially August) people who have not upgraded from 7, 8 or 8.1 will have to pay for Windows 10.
