It's and output... does the same thing as DVI/HDMI just lower quality and analog

You will need to upgrade most of your components as they're pretty low end. You would need to upgrade your CPU and GPU. As you will have to upgrade them, you will most likely have to upgrade your motherboard and PSU so you may be best off buying a whole new PC. Once you have a budget, head over to the PC building forum and they'll hook you up with some builds

Dude he doesn't need a new PC... my PC is worse than his and I get a smooth 50FPS maxed out in 1360x768....

Altho I will say your GPU is really out of date.... get a GTX750 TI for a nice price of $120 and you'll be set brotha... I made the mistake and cheaped out on a GT730, altho it's a fantastic card for $60, I wish I had spent the extra $60 on a GTX750 TI

Just thought that I'd say that it's not always the number of cores you have, if your CPU has Hyperthreading (multiple threads per core) then the number of threads can be more than your number of cores.

He just needs a GTX750 TI.... not everyone needs a beast gaming PC to play counter strike... the 750 would make his PC more than capable of running just about any game in 1080P....

Yes I am aware of that, but I am almost certain that he would also need a new PSU and probably case which would be an additional cost...
