I accused him for taking coins, but he didn't. Me being a the derpiest derp I forgot to delete previous accounts that had no coins on. (BPM's accounts, its his fault really)

We've sorted our problems and offered him some coins and accounts in return for me blaming him.

Thats only an error when you go on an account which has not had one set, by the previous account owner.

Eg i gave you a 2200 account but didn't do the security answer, you would not be able to make it. I would have to go back on it and do it.
