I need a gaming pc build. I want to be able to run most games if not all games at max settings and my budget is $900 however I can push $1000 IF it is absolutely necessary. Thank you in advance ttg fam!

OP-Assuming you don't need peripherals;

If you can spend the extra, I'd suggest this;

PSU with more head room, decent cooler so you don't have to use ugly, loud stock cooler. Also, larger HDD. With both rigs, you can add another 390 in XFire at any point.

how is it a terrible suggestion explain?. You are recommending a Asrock motherboard, they are terrible quality with super thin pcb. You are also recommending a Seagate HDD which have a higher failure rate than WD any day.

There's nothing wrong with Asrock motherboards. There's nothing wrong with Seagate drives. 290 doesn't make sense at this point. Cooler is meh. PSU is shit. SSD is meh.
