I strongly suggest you let them know that someone will contact the police if they keep harassing you. Also the possible fines for harassment and other crimes related to this are as follows:
Fines. Fines for a conviction of various computer and internet crimes range widely. A misdemeanor conviction can result in relatively minor fines of a few hundred dollars, and possibly up to a $1,000 or more, while felony convictions can have fines that exceed $100,000.
Jail or prison. A person convicted of certain internet or computer crimes may also face a jail or prison sentence. The most serious crimes, such as possessing child pornography, can result in a prison sentence of 20 years or more.
Probation. Probation sentences for computer crimes are also possible as either individual penalties or in addition to jail or fines. Well, people have no idea what kind of trouble they can get into by just threatening to hack someone. If they knew, I doubt they'd threaten people about it.

Best thing to do is write down his gamertag, call the gardai (Police over there) report it also to microsoft, and if you can record the conversation or if it is text messages, take a picture and use Live Chat microsoft has set up

I was going to say that, if the kid does know your IP and address then changing it wouldn't really matter as he already knows it but you could change it anyway to be in the clear incase another nutjob tries it.
Call your local police department and ask them on what you should do.
