I asked in the staff forum post thing and they said something to do with fraud , not sure how that works out considering its 0.00 for a virtual credit card or a valid credit card/paypal , and the promotion is on the official xbox.com website

That is really unfortunate.. It isn't fraud. It is just taking advantage of an Xbox promotion. Looks like this post might be deleted too, but I think the method spread fast enough anyways =)
