Considering Cost, Performance, etc...
Would you recommend:

That doesn't make sense. You don't judge a make "overall" for their SSD's. You have a budget and you choose the best SSD for your budget, regardless of the make.

Each brand has different models, you cannot purchase solely by brand name. However, I myself own both the Samsung 850 Evo and the 850 Evo Pro, and I highly recommend both. The 850 Evo Pro is definitely worth the little bit extra.
I haven't used Intel SSD's before, so I can't comment on that but Samsung 850's are great.

Intel, depends a lot on which SSD you get, but they are usually rather expensive
Samsung, great bang for buck, especially the 250GB 850 Pro, can't be beaten for the price of it.

Obviously the 750 will be faster because it uses NVME, which can achieve 2GB/s read and 1.5GB/s write or something like that, can't remember of the top of my head. But for SATA drives, I'd go with a samsung 850 evo because they're at a great price right now, and get a really good speed on both read and writes.
