I've been adding players to concept squads to snipe them and I noticed that Lampard isn't on there, did he get taken out or what?

You might have a diffrent version of his card on your team? This happend to me yesterday when i was going to buy Motm Higuin. It wont let you have to of the same players even if they are on concept..

Yeah, he's definitely in the game. He doesn't seem to be on concepts though, I managed to get him on there earlier, but he got randomly deleted from my concept squad around 10 minutes afterwards and he doesn't come up anymore...
