I need a PC Build for Graphic Designing, Video Editing, and a little bit of gaming! (But I want a graphics card that can handle everything)

Both 4 core with Hyperthreading. Both have 8MB L3 Cache. and 1MB L2 Cache. The 4790K outperforms the E3-1231 V3 in every benchmark, so for video editing he would benefit from the 4790K.
