I need a PC Build for Graphic Designing, Video Editing, and a little bit of gaming! (But I want a graphics card that can handle everything)

A little bit over. Includes a monitor and SSD. The CPU will come with a stock cooler and it should be fine as you're not overclocking. The case will also come with stock fans.

With that GPU, I'd upgrade to a 1440p panel when you can.

If you're doing a lot of video editing. You will
benefit from a 4790k w/Hyper Threading than a 4460

Drop the 390 to a 380 since you're still using 1080p

Still run all games Max Settings.

If he is editing, you could drop the i7 since he is not overclocking. Then replace it with a Xeon.

Between the E3-1231 V3 and the 4790K there very little differnce.
Both 4 core with Hyperthreading. Both have 8MB L3 Cache. and 1MB L2 Cache. The 4790K outperforms the E3-1231 V3 in every benchmark, so for video editing he would benefit from the 4790K.
