If you haven't verified your payment option you will get this error.
I had a verified paypal and recently changed my bank card and had to re-verify it and the already registered bank account.
Also try purchasing something cheap off another user to see if it's a fault on your end.

If the money in your account is pending then it will not let you send/use the fund's.

I recommend ringing up paypal and asking why you are having this problem.

I tried this, but instead of using a different browser I used the paypal mobile app instead and it worked fine.

If none of those work, have the seller create a new listing or checkout link.

This usually happens automatically as a preventative measure by Paypal to prevent fraud. You'll be able to send the payment after around 24 hours, usually. Did you happen to receive a large payment recently? It occurs most of the time because you received a payment and you're trying to send the money out to a different paypal too fast. You should still have access to those funds after a day or so and be able to send out money.

Call PayPal and tell them what's going on.

I had this same problem a few weeks back. All I did was call them and told the guy what was going on, and he fixed it within 10 minutes. He just told me to wait 30 minutes and I should be able to send money/payments with no problems.
