The dark below is basically only for the raid. But the house of wolves definitely has much more

If you can, both of them would be great, cause you have both of the raids which can be rewarding, and they're fun. If not, I, personally, would get the House of Wolves DLC. There's a lot more to do in the second DLC, such as the Prison of Elders, Vault of Glass, and even some good strikes. There's also a bunch of good weaponry as well as armor, and if you get the House of Wolves DLC, you can get to level 34 instead of level 32. Hopefully this was what you were looking for!

I would make sure you can pick up TTK if not preorder that. Then go for HoW because of reasons already stated above
