Ok, this has been going on since I've built my desktop. Every time I shutdown the computer from in windows or I turn the pc off by the power button on the case, the computer always restarts/turns back on when its completely off almost instantly. This also happens when I put the computer on sleep. Please help I've googled this problem for hours and nothing has fixed the problem. Im starting to think I have a bad motherboard. Please help.

Things I have tried but did not work:
-Checked the power button cable/case cables to see if they are in the motherboard correctly.
-Bios boot/power settings
-windows control panel power settings
-updated motherboard drivers

Open regedit then go to

Location: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

Double Click on "PowerdownAfterShutdown"

Then,
Change it to "0" if it is "1" OR
Change it to "1" if it is "0".
