You don't have any rep but, the best way to make money is grinding the fleeca job heist. No heists are double money and rp any more sadly.

Ermm im pretty sure he has 4REP, he dont have much but ah well, Id say the best way is to do Missions and Heists, just grind them over and over until you get the amount you need.

It takes time but it pays off in the end, Plus you will be ranking up at the same time ;)
