what should i use for the high elf sorcerer armour? light? medium? or heavy?

also, whats better to use, a destruction staff or a restoration staff, if destruction, which one?

Heavy armour will always give you more physical protection.
And..
For your weapon (main hand).. A destruction staff for sure ,I would advise you to go for electric because they take less time to charge for heavy attacks.

Check under your skills for heavy, medium and light Armour. You'll see if you unlocked boosts under there. You should also be able to enchant your own Armour for extra boosts.
