The 380 is newer and an all around better card than the 960.

380>960. It's just better and has better DX12 support. Any from here will do;

No reason to overpay though. Uf you're getting a 4GB 380, get the Sapphire or Gigabytenodel for $230. Otherwise, just get the MSI 380 for $200. You could get the 4GB PowerColor 380 if you wish. I personally wouldn't because I don't like it, but I do think it's a good cooler. I'll have to double check that though.

a good 550W will run it fine, such as the XFX 550W unit.

The 380's are just as efficient as a 960, if not more so. Could easily run a 380 with a decent quality 550W unit.
