I'm thinking about creating a secondary steam account so I can store some things on it because my inventory is about to get very full with keys. My question is if I make a new steam account today when would that account be able to trade? And would it be able to receive items for CSGO even in the secondary account doesn't own CSGO? If the account wouldn't be able to trade due to its level or something how would I be able to trade with that account?

I think that the account has to have had £5 spent on it before you can trade things on steam.

You have to spend at least $5 or your local currency equivalent or you will not be able trade. You can add funds to it and use those on the store or community market then just transfer whatever you buy on that account to your main one if desired.

If you have a spare account before those limitations were put in place then you will not be restricted.
