For some reason with me the plug and play cable never worked for me when i tried to use it on my PC

The play and charge cable is purely for power and cannot transmit data. Unless microsoft in the furture did a driver that could bypass that then it wont work. You could however get a cheap wired controller and it would work fine using a simple controller program like Xpadder. I hear of this situation all the time at work. Hopefully you find what your looking for man:)

Like stinkfist say if its a charger then it wont carry data if its a usb then it will carry data do you have a xb1 controller with a old phone cable that will work but it must have the usb symbol on it.
