I was trying to play the beta on my pc. This are my specs: AMD A10-7700K, ASRock FM2A75 Pro4+, Amd radeon r290, 8gb ram. But on low settings i am still getting like 40-50 fps. Is this normal?

Try hitting pause while ingame and check your ping.
Otherwise, try lowering/raising your "Scene Resolution Ratio" and see if that fixes anything. You should be able to get 50-60fps with an R9 290 at high settings. Also, make sure your FPS cap is the same as the refresh rate on your monitor. Keeping "Sync every frame" on should help performance.

Update your drivers, check the settings and I'd suggest Turning AA of its being causing issues.

No its not my ping, my ping is 17ms most of the time. I updated my drivers like a week ago so that shouldnt be the problem. What do you mean by turning AA?

They released some recently I'm pretty sure and by AA I mean anti aliasing turn it off in the settings it's had some issues on Blacks op3.
