Hey guys I am looking for someone that has the blue flames or red flames that is willing to let me Licenses transfer off them, and in return I will get you Ultra white and the modded chest! My gamertag is: illest VT

First, no one is going to license transfer you for ultra white armor only. Second, Blue flames are not DLC therefore they do not license transfer between accounts.
