I Am Running Cs Go with a 1.5 ghz and it runs 30-40 fps for me, but i also have a 6gb ram, but it should not make that big of a difference

No, I wouldn't say so. First off you only have 2.90gb of usable RAM which isn't good and your CPU doesn't seem good enough :/.

You will run CSGO on all low settings with smooth FPS, medium may be pushing it, but I would imagine a big FPS drop at times with medium, maybe even a drop when on low in certain situations (in example, smokes, explosions, lots of gun fire at once, ect.) Dual Core with 2.20 GHz isn't the best, but it is do-able for a game like CSGO. While the game recommends at least 2 GB RAM, you will fill up your memory rather quick, especially if you have anything else running in the background while playing. As for your GPU, well, that will determine your graphic settings. While CSGO and any Source Engine game is more CPU demanding over GPU, having a better GPU will let you run at much better graphics, however, that is where you're also going to need a little more RAM (adding 2 more GB will be more than enough so you don't have to worry about filling your memory up) and a CPU that has either more cores or a better clock speed. You don't have to go out and buy a super expensive CPU, an Intel Pentium G3258, priced roughly at about $70 will be more than enough to run CSGO no problem, it too is a 2-core CPU, however with a 3.2 GHz stock clock speed.
