The Graphite and Atomic Alloy are both from cases so you can't get them from drops.

You can get them of mission drops

No you can only get them via cases

You can get any of the weapons that are part of collections and not cases in drops. I.E, you are right, you cannot "drop" either of these weapons.

Best drop i got was P250 Nuclear MW
