You can either restore your device, be sure to back up your data before so nothing will be lost. If your device is jailbroken, did this start occurring after you installed or updated any tweaks? If so you may need to remove the tweak.

If jailbroken you can also try booting into safe mode, unsure if this works for older devices but works for newer. Turn off your device, then turn it back on, while its turning on hold your volume UP button. When loaded this will disable all tweaks/mods. This can also help you determine if its a tweak problem and software issue. If you cannot turn off your device you can hold power and home at the same until your screen goes black, its now off.

Yeah sounds like you'll need to uninstall localiAPstore to fix the issue. Maybe not compatible with your device or bad install.

Load into Cydia and uninstall the tweak. If you cannot get into Cydia try loading safe mode per my previous post.
