I'm 100% sure, I have been using this method since the Xbox One was first released. All you have to do is change your consoles region to the US and then buy it on the US dashboard, and come the 22nd you'll be able to play it.

It won't get patched, you've been able to do this since day one of Xbox Ones release. Also so many people know about this method,and it won't be getting patched any time soon as it's not a glitch.

Yeah that's because you must of set your address in a state that has a sales tax. I set my state as New Hampshire as it is Tax free. Here's the address I use:
