Honestly, in this price range it's a case by case basis. Find something you like the looks of, test drive it, and see if it's worth the money.

The amount of owners isn't really an issue, it's more of the mileage on the motor and the general condition of the car i.e rust etc. If it were up to me, I wouldn't take a Corsa. I would maybe go for an 02' -05' VW Polo or something like that.

I got a 2007 Fiat Grande Punto, I paid way to much for the car but w/e and the insurance was incredibly cheap for an 18 year old at £760

The owners thing does matter as one of them may have thrashed the car. 1 owner is going to be a better bet than 10 owners. But yeah the Polo is a good suggestion.
Zayev wrote and I assume you are in the UK so take about 2K into account for the insurance.
2k? who are you insured with?
1.2K will be more than enough for most cars 1.4 and below. Obviously depends on location but 2k is exteme.
-Lewie wrote I have a 1.2 SXI Corsa 2014, i will show you once its stopped raining, the insurance on it was 2,300
You were ripped off lol, 2.3k? damn.
Get the Corsa over the Clio, Renault are not as reliable. Even know the Corsa is over picked as a first car but it's for sure better than the Clio.
Best choice will be a Polo.

Around £1000 really mate, not a massive budget haha. But might possibly end up with a couple hundred more.
well my insurance is stupid for the car I drive, trust me. I tried to insure myself on a 1.2 Vauxhall astra while i'm restoring my Mini and they wanted 2.4K for it..
EDIT: The Mini costs me £1550 a year for a 998cc, 43bhp basic model.

I wouldn't go with a Corsa or Clio (VW All the way)
1.4 GOLF insurance with Back box isn't too much.
1.4 Polo is even cheaper
