I really am struggling to score, what formation should I use? and what play-style?

Slow build up, with lots of passing. Outside backs seem to cut in, so bring the ball up the middle, and wait for one to cut in, and then send the ball outside for an OP cross. I use the 4-3-3(4) which has done me well, but it seems like others dislike. the 4-3-2-1 is very popular this fifa, seems like each opponent i've played has used it.
