how do i get a lol name from an account that cleary hasnt been active?

Levels 1-6: 6 months of inactivity immunity
Level 12: 1 year of immunity
Level 20: 1 year, 8 months of immunity
Level 30: 2 years, 6 months of immunity

look at their level then the last time they played a game.
