I was planning on spending $50 worth of FIFA Points, however I don't know when. Should I open packs now and hope for a good pull or wait for the next TOTW, special packs, etc.?

Don't spend it on packs. Play draft much better rewards and even if you lose your first game you'll get the equivalent to 15k in packs. Will give you a chance to try a lot of players and earn a lot of packs even 100k if you can win 4 in a row

Do so when TOTW 2 is released tomorrow. Brand new TOTW will be overpriced right away and it is still early in FIFA 16 so everyone will be expensive,
