The basic answer to this question is that IW failed (no surprise there), when mw2 came out it released that the emblem would have been for completing all of the prestige challenges (not ALL challenges or ALL camo's, just the prestige challenges) but IW had a programming booboo day (much like most days they spent programming the game) and it means no matter what you do (legitimately) you can not unlock the emblem

It is meant to be for Unlocking all Prestige Challenges and completing them AND being 10th.....But as Nasha stated, IW made a stupid mistake. you cannot get it legit.You must mod for it.
