I've had two different internet providers in the past few months and on both between 4pm and 1am I get 2mbps download (which is unacceptable when I should be getting 35mbps).
I was just curious if I could buy a handset which can connect to 4G and buy an unlimited data SIM and use mobile hotspot as a router for the whole house? Since 4G gives me bout 40mbps download even during those times. Any help much appreciated and repped

You can use an iPhone as a hotspot. It'll rise your data though.

For the whole house your phone will be very hot and would overheat.

yes, that would work. i think that your problem is that you might have out dated copper cables carrying your wifi.
