I purchased it about 30 mins ago, ive tried closing the game.. restarting my xbox one but still nothing!

What can I do? Who do I contact?

Did the payment go through? If not try buying it again. If so I would definitely recommend contacting Microsoft and see what the issue is. Maybe they can push it through, and or refund you to buy it again.

Yeah same thing happened to me just try buying it again.

If you bought it again and it still hasn't gone through I suggest contacting Microsoft.
