So I'd be okay to buy the accounts then sell them on? Is that correct?

I'm sure a lot of people here will remember before coin sellers, on xbox at least people bought and sold 6000k microsoft point accounts.
These fifa point accounts are exactly the same concept: an account funded by a stolen credit card.
A lot of people, myself included were console banned for using the 6000k MSP accounts a few years back.
The bans came out of nowhere, months after using one I was console banned until 9999 for 'fraudulent behaviour'. So to be honest I wouldn't risk it.
It's not necessarily FIFA that will have a problem with these accounts, because they're still getting money for the points: it's microsoft/sony that will ban you because fraud (aside from being a crime) is against their Terms and Conditions and codes of conduct.
My advice, don't bother risking it. If you really insist on contributing to yet another marketplace being ruined, just use an autobuyer like the rest of them.

I haven't heard of anyone being banned from these accounts yet, also there is no strong proof which suggests these accounts are results of fraud. Even if they are then you are not the one comiting the crime.
I've also heard that in Asia that the laws on fraud are very different so I imagine that neither the company or you will get in trouble.

Maybe if you buy them now and store them for a good few months then the prices might go up or even out of stock.

you could but you would have to do it quick because the accounts can be locked or banned because they use other peoples money to buy the points

You have to go on your console to activate the webapp and set security questions because they buy the points through xbox smartglass meaning the haven't actually been on Fifa UT yet.
